The purpose of the BlueLight Commercial Board is to monitor and oversee the company’s operation, ensuring competent and prudent management, sound planning, proper procedures for the maintenance of adequate accounting and other records and systems of internal control, and for compliance with statutory and regulatory requirement.
The Board considers strategic issues and risk. It has overall responsibility for setting the long-term plans for BlueLight Commercial, reviewing and monitoring financial reports.

The Home Office, the APCC and the Police ICT Company are all welcomed as observers at the board meetings. At least four meetings are held in every calendar year, but they are generally scheduled to take place monthly.

Matthew Scott was elected the Police and Crime Commissioner for Kent in May 2016.
His role is to set policing priorities for the county by consulting with the public and putting together a Police and Crime Plan. He then holds the Chief Constable of Kent Police to account for the delivery of that plan.
PCCs also set the council tax precept for policing, are responsible for the overall policing budget, and fund projects which support victims of crime and promote community safety.
As well as serving as Chair of the BlueLight Commercial Board, Mr Scott is also the national Association of Police and Crime Commissioners (APCC) portfolio lead for Mental Health.
He lives with his wife and two young children in Swanley, Kent.
Kim McGuinness was elected as Northumbria’s Police and Crime Commissioner in 2019.
Prior to that she was serving on Newcastle City Council as the lead for culture, sport, and public health. She was part of the team which delivered events such as the Great Exhibition of the North and European rugby finals.
Kim has a background of working for charities that support the most disadvantaged, including working for a military charity. She lives in the North East with her partner who is a member of the Armed Forces.
Arfon Jones was elected the Police and Crime Commissioner for North Wales in May 2016. He is originally from Harlech and now lives in Gwersyllt, Wrexham with his wife Gwenfair. They have two daughters and four grandchildren.
Mr Jones was previously a councillor for Wrexham Council for the Gwersyllt West ward but stepped down in May 2017, he continues to be a member of the Gwersyllt Community Council.
Mr Jones had a successful career with North Wales Police from 1978 to 2008 and retired in the rank of Inspector.
Dave Thompson was appointed Chief Constable of West midlands Police in January 2016, having been Deputy Chief Constable since 2010. He sets the strategic direction for the force within the Police and Crime Commissioner’s Plan. He is committed to delivering a modern policing service that prevents crime, protects people and offers help to those in need. He leads on Finance for the National Police Chiefs’ Council and was the Senior Responsible Officer (SRO) for the Apollo Programme within National Counter Terrorism Policing until 2019.
Mr Thompson began his career with Greater Manchester Police in 1990 where he served from Constable to Assistant Chief Constable. His career highlights included working on the Manchester Olympic bid and leading work on New Deal for East Manchester. He commanded the main policing operations for the 2002 Commonwealth Games at the City of Manchester Stadium including the opening and closing ceremonies. He was also Commander for central Manchester, policing the diverse committee of Moss Side and Longsight. As Assistant Chief Constable he led policing portfolios for Operations, Local Policing, Crime, Information Technology and Terrorism. At a national level he led the 2010 review of National Counter Terrorism Structures.
Mr Thompson is Chair of the Commonwealth Games 2022 Security Board and was appointed Vice Chair of the National Police Chiefs’ Council in 2019.In 2014 he was awarded the QPM for services to policing and in 2020 was appointed Deputy Lieutenant for the West Midlands.
Heather Benjamin is proud to have served on several board roles since she left Centrica plc eight years ago, where she was the Chief Procurement Officer.
She was recently appointed chair of Air Ambulances UK following the successful merger of the membership-based Association of Air Ambulances and the national charity Air Ambulances UK
She is also a non-executive director and chair of remuneration at Supply Chain Coordination Ltd (SCCL) - the organisation which manages the sourcing, delivery and supply of healthcare products and services and food for NHS Trusts and healthcare organisations across England and Wales.
Previously, Heather was senior independent director on the boards in Portsmouth Water and Cheque and Credit Clearing Company, where she experienced collaborating with several bank members, when she was chair of risk committee.
Her charity roles include chair at Walsingham Support, where she has since been appointed Honorary President. She has previously been a trustee in Volunteering England and for The Academy of St Martins in the Fields international orchestra.
Jeff Cuthbert was elected to the post of Police and Crime Commissioner for Gwent in May 2016. He currently holds the Modern Slavery portfolio for the Police and Crime Commissioners in Wales and is a member of the Leadership Group.
Mr Cuthbert was first elected to the Assembly in 2003 as the AM for Caerphilly. He served as the Chair of the All Wales Programme Monitoring Committee for the Structural Funds and was appointed Deputy Minister for Skills in May 2011. He founded and chaired the Cross-Party Built Environment Group, the Cross-Party Healthy Living Group and the Cross-Party Diabetes Group.
In May 2013 Jeff was appointed as Minister for Communities and Tackling Poverty. He held this post until September 2014 and during which time introduced the Wellbeing of Future Generations (Wales) Bill.
Philip Seccombe was elected as the Police and Crime Commissioner for Warwickshire in May 2016 and his term of office extends to May 2021.
Born in Birmingham and educated at Rugby School, Philip went on to study Estate Management at the Royal Agricultural College and is a chartered surveyor by trade.
He has a strong grounding in public life, having been a Conservative councillor on Stratford-on-Avon District Council between 2002 and 2017. Philip also served with the Territorial Army (now Army Reserve) for 25 years, receiving the Territorial Decoration (TD) for his long service. He commanded his Regiment, reaching the rank of Colonel.
Philip still maintains his military connections as chairman of the West Midlands Reserve Forces’ and Cadets’ Association (until June 2020) and as chairman of the Warwickshire Army Benevolent Fund.
As Police and Crime Commissioner, Philip’s priorities are to ensure that police are properly equipped, trained and motivated to protect the public and bring offenders to justice, while maintaining high visibility among local communities and strong support for victims of crime. He has spearheaded the recruitment of an additional 150 officers for Warwickshire Police over the past two years.
Nationally, Philip has previously served as the chair of the Emergency Services Collaboration Working Group and the lead of the Association of Police and Crime Commissioners’ portfolio group on emergency services collaboration.
Lee Freeman has been the Chief Constable of Humberside Police since May 2017.
He has worked previously in City of London Police and Lincolnshire Police before joining Humberside in 2015.He is currently the national policing lead for Records Management, Severe Weather and Flooding.
Lee has experience of working in local government as an Assistant Director for Lincolnshire County Council and was the Assistant Chief Constable for Local Policing for Lincolnshire Police before graduating from the Strategic Command Course and joining Humberside Police in May 2015.
In January 2019, Lee was asked to lead Cleveland Police for a period of 3 months, following the unexpected and sudden departure of their Chief Constable. He returned to Humberside in May 2019.
Steve Jupp joined Suffolk Constabulary in April 2015 in the role of Deputy Chief Constable, and was appointed Chief Constable in April 2019.
Steve joined the Metropolitan Police in 1987 where he spent the majority of his service tackling serious and organised crime and developing the Metropolitan Police’s current intelligence operating model. Between 1993 and 1999 Steve was seconded onto what is now the National Crime Agency, again focussing on serious and organised crime, working internationally, and spent two years working in Spain.
In 1999 Steve returned to the Metropolitan Police until 2009. During that period, amongst other things, he developed the Metropolitan Police’s response to armed robbery and investigated the London bombings. In 2009 he transferred to West Midlands Police where, as Head of Crime, he had responsibility for all levels of criminal investigations in the cities of Birmingham, Coventry and Wolverhampton. In 2013 he went to Nottinghamshire Constabulary as an Assistant Chief Constable where he was responsible for crime investigation and reduction.
Steve has had national responsibility for working with the banking industry to prevent armed robberies and with the Ministry of Justice in the reform of the criminal justice programme, and was the Lead for the National Police Chiefs’ Council Intelligence Portfolio. He is currently the Lead for the National Police Chiefs’ Council Serious & Organised Crime Portfolio.
