BlueLight Commercial was established by the Home Office and policing sector in 2020, to help blue light services transform their commercial lifecycle and procurement activity and to increase commercial capability through a wide range of training courses, e-learning modules and toolkits.
The BlueLight Commercial Academy combines our hands-on public sector procurement expertise with our training capabilities to offer CIPS qualifications as an accredited study centre.
Delivered through interactive online classes and supported by a resource rich virtual learning environment, our tutors apply practical experience of the differences between public and private sector procurement, and the public sector regulations which apply.
As a not-for-profit study fees are retained within the blue light sector and any excess is reinvested in member services for the benefit of front-line operations.

BlueLight Commercial Academy tutors are CIPS qualified public procurement professionals who work within the sector and hold recognised teaching qualifications, including many years of CIPS tuition with excellent learner pass rates.

Debbie is a CIPS qualified procurement practitioner with a Postgraduate Certificate in Education (PGCE) and a Masters in Business & Management. Debbie has previously operated two CIPS Study Centres and taught at all levels of the CIPS programme.

Alison has 30+ years of procurement experience across public and private sectors. She has been teaching CIPS qualifications for 25+ years, latterly procurement apprenticeships. Alison is a Level 6 CIPS assessor and has worked with CIPS on all levels of qualifications and training. |

Lisa is a CIPS qualified procurement practitioner with a L3 Award in Education & Training (PTLLS). Lisa delivers BlueLight Commercial's Contract Management training for blue light service members. |

Ellie's procurement background includes Local Government, HE sector, Ministry of Justice and Cabinet Office. Ellie holds a BA, MA and PhD in English Literature which included teaching at the University of Hull. She was a key part of Procurement Act 2023 sector preparation and implementation. |
