We work with members across blue light organisations to transform their commercial procurement activity, resulting in bottom-line improvements, delivering cost and time savings and a more sustainable future.

We provide commercial and procurement support, leading nationally on key areas to support the delivery of front-line services through sharing best practice, category strategies, risk management and contract management. In addition we identify categories for collaboration across policing to develop a pipeline of national commercial procurement opportunities. 

Sourcing and managing the most appropriate suppliers is critical, as these play an important role in supporting front line services. We work closely with our stakeholders and suppliers throughout the commercial lifecycle, working to optimise technology and innovation whilst ensuring the effective delivery of goods and services for policing and front-line services.

Social value

The Public Services (Social Value) Act 2013 requires public bodies, and people who buy public goods and services, to consider wider social, economic and environmental benefits. The Act is a guide to help commissioners get more value for money out of procurement. In 2020 the UK Government made it mandatory for all central government departments and central government contracts to include Social Value criteria.

We support our stakeholders to develop and deliver their social value strategies, providing accurate and timely management information to ensure they can work with suppliers to drive continuous improvements. Working to ensure stakeholders obtain the best value for money it is essential to engage suppliers to help achieve this.

Our online Social Value Action Planning Tool is available free to all suppliers who work with policing and blue light services to create a fully customised Social Value Action Plan. This reviews the environmental, economic, and social impacts of your business, identifying existing positive impacts and where you could potentially do more, resulting in a tailored action plan. Using our evaluation tool demonstrates to your social value commitment.

Procurement Act 2023

Public procurement law is changing and the new Procurement Act 2023 will come into effect later in 2024. The reforms will shake up our outdated system and improve the way procurement is done, so that every pound goes further for our public services.
