Using a BlueLight Commercial framework is a ready-made solution, saving both time and money as we have already carried out due diligence and supplier negotiation. This means customers get best value through our centralised buying power and can be reassured all suppliers, and products, will comply with required legislative and technical standards. Rigorous operational testing has been carried out to enable customers to buy with confidence.

We maintain the strategic relationships with suppliers, whilst the customer maintains control of operational contract management. We will oversee the implementation and onboarding of the contract, act as a single point of contact and provide an escalation route for any performance issues.

Scope of contract

The National Association for Police Fleet Managers (NAPFM) alongside the Chief Fire Officers Association’s Transport Officers Group (CFOA TOG), supported by Sussex Police, have undertaken a tender to establish a framework for the provision of vehicle conversion services. This is split into 7 lots and has appointed 26 suppliers.

The lot summaries  are detailed below:

  • Lot 1 - Supply, Supply and Installation, Installation, Refurbishment or Removal / Disposal of Public Warning Equipment including control equipment, lighting, sound and PA systems.
  • Lot 2 - Supply, Supply and Application or Removal of Livery
  • Lot 3 - Supply, Supply and Installation, Installation or Removal / Disposal of specialist Vehicle borne equipment.
  • Lot 4 - Provision of a mobile installation service and / or a fully equipped, temporary workshop(s).
  • Lot 5 - Design, Build and / or Convert Motorcycles or ATV’s.
  • Lot 6 - Design, Build and / or Convert Vehicles (up to 7.5 tonnes), excluding motorcycles or ATV’s.
  • Lot 7 - Design, Build and / or Convert Vehicles (over 7.5 tonnes)

Crown Commercial Service lot 10 includes conversions and we will also be looking at options.

Pricing mechanism

No specific prices are requested as part of the framework and should be requested as part of any call-off contract. It is recommended that any prices should be fixed for at least 12 months, but you will need to ensure these are incorporated into the call-off terms.
