Using a BlueLight Commercial framework is a ready-made solution, saving both time and money as we have already carried out due diligence and supplier negotiation. This means customers get best value through our centralised buying power and can be reassured all suppliers, and products, will comply with required legislative and technical standards. Rigorous operational testing has been carried out to enable customers to buy with confidence.

We maintain the strategic relationships with suppliers, whilst the customer maintains control of operational contract management. We will oversee the implementation and onboarding of the contract, act as a single point of contact and provide an escalation route for any performance issues.

Scope of contract

This framework was set up by The Police & Crime Commissioner for South Yorkshire for a national framework for all UK blue light services for the provision of Vehicle Data Recorders (Vehicle Telematics System).

It is a single supplier lot including all associated hardware, software, training, appropriate interfaces, consultancy, support and data migration.

Review date:      Expired - active call offs remain in place until 2024. Guidance on the routes available to market for forces will be available by August 2023

Andy has worked in public sector procurement for 13 years, initially leading a local authority team managing contracts, frameworks and DPS’s including those for highways, environmental services and utilities. He has also worked within central Government (MoJ) managing a team leading one of the country’s largest FM contracts.

Andy is a GCO Accredited Commercial Lead and has a First-Class Honours Degree in Business Management. Outside of work he enjoys travelling and most sports as well as spending time with his two young children.
