Using a BlueLight Commercial framework is a ready-made solution, saving both time and money as we have already carried out due diligence and supplier negotiation. This means customers get best value through our centralised buying power and can be reassured all suppliers, and products, will comply with required legislative and technical standards. Rigorous operational testing has been carried out to enable customers to buy with confidence.

We maintain the strategic relationships with suppliers, whilst the customer maintains control of operational contract management. We will oversee the implementation and onboarding of the contract, act as a single point of contact and provide an escalation route for any performance issues.

 

Scope of contract

The Framework has been implemented to provide a route to market to digitise evidence held by policing to drive efficiency in evidence access, victim identification and safeguarding.

Aging analogue media degrades over time and digitising this media ensures evidence remains available for the future.​ This includes VHS, audio cassettes through to microfiche. The Framework is primarily structured around VHS media and Lots 5 and 6 detail other forms of media that can be digitised.​

​The Framework is setup to provide services on premise or outsourced and with DEMS (Digital Evidence Management Software) integration or DEMS included, dependant on the need of the contracting authority.

The Framework is open to law enforcement organisations across England and Wales including Police, National Crime Agency and Home Office.

Lot 1 VHS Media Conversion - On Premise with DEMS Integration:

Includes the supply of hardware, software and training for the conversion of VHS media to a digital record on the contracting authorities site. The supplier will provide services to integrate the solution to migrate the converted digital media with meta data to the contracting authorities DEMS software.

Lot 2 VHS Media Conversion - On Premise with DEMS Included:   

Includes the supply of hardware, software and training for the conversion of VHS media to a digital record on the contracting authorities site. The supplier will provide DEMS software as part of their solution and train the users how to use the DEMS software. The DEMS Software is typically cloud based for security and resilience reasons.

Lot 3 VHS Media Conversion - Outsources with DEMS Integration:   

Includes the shipping of VHS media to a 3rd party supplier who will digitise the content at their site and work with the contracting authority to develop an integration with the contracting authorities DEMS to seamlessly provide the digital media with meta data to the contracting authority and return media to the contracting authority once completed.​

 

Lot 4 VHS Media Conversion - Outsourced with DEMS Included:

Includes the shipping of VHS media to a 3rd party supplier who will digitise the content at their site and work with the contracting authority to train them on use of the DEMS included in their solution to seamlessly provide access to the digital media with meta data to the contracting authority and return media to the contracting authority once completed.​

Lot 5 Niche Media Conversion - Outsourced with DEMS Integration:   

Includes the conversion of other media types to digital format. Once digitised, the supplier will electronically send the media to the contracting authorities DEMS securely via an integration developed at contract implementation to enable review and management of the digital records. The media will be returned after digitisation.​

Lot 6 Niche Media Conversion - Outsources with DEMS Included:   

Includes the conversion of other media types to digital format. Once digitised, the supplier will store the digital record including any meta data within a DEMS included as part of the solution. The supplier will train the contracting authority how to use the DEMS for easy access and management of the digital records created. The media will be returned to the contracting authority after digitisation.​
