Crown Commercial Services negotiated a new MOU with Microsoft called the Strategic Partnership Arrangement 2024 (SPA24), which replaced the expired Digital Transformation Arrangement 21 (DTA21).
SPA24, which took effect on 1 November 2024, offers access to enhanced value across Microsoft’s portfolio of products and services to eligible public sector organisations, regardless of the size of the organisation or the procurement route used.
The UK Government has a range of strategic initiatives supporting its digital transformation, including the National Data Strategy, the Cloud First Policy and the One Government Cloud Strategy, among others. SPA24 is aligned with this strategic approach by providing access to enhanced value to all eligible public sector organisations, when procuring digital products and services, which they use daily in the delivery of public services.
This memorandum of understanding (MoU) allows all eligible public sector customers to benefit from a baseline of Microsoft pricing and discounts. This MoU was negotiated between Crown Commercial Service and Microsoft to allow organisations to achieve better value for money.
Organisations can take advantage of discounted pricing across Microsoft / Office 365 products, PowerApps, Dynamics 365 (Finance, HR, Customer Service and Field Service) and licensing for on-premise servers and CALs.

All eligible public sector organisations – as defined as a Contracting Authority in the Public Contracts Regulations 2015 or Public Contracts (Scotland) Regulations 2015 – can access preferential rates from Microsoft. The MoU is not a route to market; however, the pricing and discounts are available through any route to market.
Contracting Authorities can run their own competitions through available frameworks like RM6098, or they can register to join an upcoming aggregation via Crown Commercial Services.
