The framework is bespoke for policing and provides an efficient and compliant route for forces to contract with Higher Education Institutes for the delivery of:
Contract title: National Framework for Police Constable Entry Route Programmes
Reference: BLC-0133
Contract term: Two years
Most of the service specification for each programme has been set out at the national framework level. The remainder of the programme delivery will be tailored at force level as part of the individual contract negotiations.
The new optimised curriculums developed by the College of Policing have been taken into consideration by Higher Education Institutions in their bid submissions.
The framework has an initial term of two years with the option to extend for a further two on a one plus one basis. This will ensure that we can remain flexible to the on-going transformation of entry routes.
Forces can create a call-off agreement based on the term they believe will suit their requirements either via direct award or by running a mini-competition.

Rachel has over 20 years’ experience in the public sector, having held senior commissioning and procurement roles with large Local Authorities throughout her career. Starting in housing services, she quickly found her passion was working collaboratively to transform and continually improve systems and services to ensure they deliver better outcomes. She has led work to procure and contract manage a number of services including supported housing, drug and alcohol services both within the community and prisons, and a wide-ranging portfolio of children’s services.
Outside of work Rachel enjoys spending time with her family and working out in the gym.

Mirheta's public sector career started in her local government authority in 2019, managing contracts and dynamic purchase systems covering a range of goods and services including Building Materials, Food, Drink and Equipment, Consultancy and Winter Weather Bureau, before joining BlueLight Commercial in January 2023. Mirheta currently works within People and Professional Services Pillar, completing internal contracts such as Audit, Corporate Events Management and Data Protection Officer and working towards implementing National Frameworks for PCER and SMP Services. Mirheta holds a BA (Hons) in International Business Management and is Level 4 CIPS qualified.
Mirheta enjoys baking, gardening and travelling.
