Contingent Labour Framework Awarded to Adecco Group Ltd.

BlueLight Commercial are pleased to announce that the Contingent Labour Framework has been awarded to the Adecco Group Ltd.
Stuart Jose, Regional Commercial Director at BlueLight Commercial, said “over the last year we have been working closely with forces to jointly develop the service specification for contingent labour. The new managed service, provided by Adecco, will greatly reduce complexity, provide savings and efficiencies as well as ensuring a faster service with improved fill rates. We will also ensure, that as with all our contracts, Social Value is at the heart of the new service delivering local economic and social benefits”.
BlueLight customers combined annual spend on contingent labour each year is in the region of £80-110 million, covering several temporary staff needs from administrative and clerical staff to specialist investigative roles, and IT project managers. This agreement puts in place a four-year Framework Agreement, with each customer making a seven-year fixed call-off contract. 37 Forces across England, Wales, and additional BlueLight Organisations including the Fire and Rescue Service, Civil Nuclear Constabulary and the National Crime Agency have been engaged throughout the tender process and will be able to access the Framework Agreement.
Adecco will provide a managed service which will offer multiple routes to market tailored individually for BlueLight customers, through a bespoke master vendor hybrid model. They had an excellent strategy to attract and retain candidates and develop talent pools for each customer, which was well supported and resourced. Crucially, the model offers flexibility to source the breadth of roles required by all customers to the agreement, accessed through supply chains via second tier agencies. This will allow the customer to work with Adecco to review existing supply chains and maintain access to SMEs and agencies.
Adecco demonstrated a strong understanding of BlueLight Customers’ requirements, the recruitment challenges faced, demonstrating how their model was designed to mitigate these risks while driving performance. They have also embedded Social Value in their delivery model, to develop local supply chains and talent pools of local workers. Customers will achieve significant efficiencies through the framework.
