We have embedded social value best practice tools and techniques within our commercial processes and help forces and suppliers demonstrate and measure the positive societal contributions they are creating for their communities through a number of toolkits.
We continue to support the National Police Chiefs' Council (NPCC) and Association of Police and Crime Commissioners (APCC), National Sustainability Programme. The programme is focussed on delivering a unified strategy and developing a consistent force-wide approach to sustainability and working towards carbon net zero.
We ensure all procurement activity is undertaken in line with The Public Contract Regulations 2015 in an open, transparent, non-discriminatory and proportionate manner and an appropriate balance between quality and cost when evaluating suppliers’ bids. We have developed a Responsible Procurement & Commissioning Strategy that is available to all blue light members.

The concept of social value has come to fore over recent years driven by the Public Services (Social Value) Act 2012. However, the roots of social value have a long history in both the private and public sector and the relationship with the emergence of sustainability is worth exploring to gain a full understanding of its importance.
