BlueLight Commercial was established by the Home Office and policing sector in June 2020, to work in collaboration with blue light organisations to help transform their commercial lifecycle and procurement activity.
As a publicly funded organisation we operate on a not-for-profit basis as a private company, limited by guarantee. We sit within the definition of a contracting authority under the Procurement Act, creating a single voice to the market and an agile commercial engagement model.
BlueLight Commercial is a membership-based company. Membership is open to any organisation with a purpose or interest in the delivery of efficient and effective commercial services in support of blue light services.
The work of BlueLight Commercial has a direct and positive benefit: by partnering with blue light organisations we influence the use of public resources, creating social value put back directly into front-line services.
We offer practical advice on all aspects of the Commercial Lifecycle and manage strategic suppliers to secure maximum value. By ensuring regional requirements are understood from a national perspective we are able to optimise negotiation strength and mitigate risk. Through our collaboration with suppliers we can shape the environmental impact of the supply chain and deliver tried and trusted products where they are needed most.
Our remote team of commercial specialists is drawn from blue light organisations, industry and other public and private sector businesses, enabling the diversity of different perspectives whilst having a fundamental understanding of the specific needs of blue light services.

The Board of Directors of BlueLight Commercial have reviewed the Governments White Paper ‘From Local to National: A New Model for Policing’.
The Home Secretary announced the white paper “From Local to National: A New Model for Policing” on the 26th January 2026, with the creation of a national police force (NPS) which includes enabling services such as commercial, ICT, aviation and forensics.
The BlueLight Commercial Board look forward to work closely with Home Office to shape the future commercial delivery model and to continuing BlueLight Commercial’s essential and excellent work in supporting policing nationally throughout the commercial lifecycle. BlueLight Commercial will continue to provide an effective procurement service to policing throughout the transition period and ensure the smooth integration into the NPS.
During this transition period the BlueLight Commercial Board will fulfil its legal responsibilities and its commitment to policing.
While this transition programme is developed, it will be business as usual at BlueLight Commercial with significant new national frameworks and contracts that will continue to be deployed. We will communicate, maintain relationships with suppliers and members, maintaining all services and expertise to the highest standards, working with suppliers, members and stakeholders”.
