Framework and contract materials for Pumping Appliances, Aerials, Special Vehicles and Vehicle Disposal

The National Fire Chief Council (NFCC) Framework for Emergency Response Vehicles was led by the procurement team at Devon and Somerset Fire and Rescue Service, supported by the NFCC Transport Officers Group (TOG).

The Framework establishes an ‘umbrella agreement’ with a number of capable suppliers that have been awarded a place on the framework, and it sets out the terms for individual purchases (‘further competitions’ or ‘call-offs’).

Framework scope

The Framework has been set up as an ‘Open Framework’ under the Procurement Act 2023, which allows suppliers the opportunity to be awarded a place on the Framework at specified intervals. The Framework will be re-opened on year 3 and year 5. The Framework is split into 6 lots:

  • Lot 1 - Pumping Appliances
  • Lot 2 - Aerial Appliances
  • Lot 3a - Small Special Vehicles

 

  • Lot 3b – Medium Special Vehicles
  • Lot 3c – Large Special Vehicles
  • Lot 4 – Vehicle Disposal

Key benefits

  • Compliant route to market in accordance with Procurement Act 2023, which provides opportunities for new entrants, competition within the sector and access for other Contracting Authorities i.e. Police Forces, NHS etc.
  • The framework requirements have been developed by the fire sector with extensive knowledge of the market and customers and meets their specific needs.
  • Financial due diligence conducted as part of Framework award.
  • Preliminary Market Engagement (PME) and Social Value (SV) guidance available specific to this framework.
  • Additional lot for Vehicle Disposal to provide a route for vehicle disposal via suppliers that are already awarded a place on one or more of the other lots on the framework.

 

  • Only further competitions permitted (no direct awards) to encourage competition and market openness.
  • Agreed robust terms and conditions at framework and call-off contract level.
  • Enhanced framework management and FRS support.
  • Social Value & Environmental obligations placed on Suppliers at Framework level.

Meet the fleet team

Amy Harraway

NFCC ERV Framework Lead

Amy Harraway joined Devon & Somerset Fire & Rescue Service (DSFRS) in March 2023.

Amy began her fire sector career at Avon Fire and Rescue Service in November 2014, where she managed the Fleet and Operational Equipment categories. During this time, Amy achieved her MCIPS, PRINCE 2 and completed an ILM 5 in Leadership and Management.

Since 2021, Amy has been actively involved in the NFCC Emergency Response Vehicle (ERV) Framework and has continued to support and manage the framework following her move to DSFRS.

Amy enjoys the Fleet category and has a continual drive to learn, and a genuine enthusiasm for managing the framework that support and strengthen the Fire and Rescue sector, as well as helping other Contracting Authorities achieve the best outcomes.

Luke Malton

Fleet Category Lead

Luke Malton joined Devon & Somerset Fire & Rescue Service (DSFRS) in January 2009, following earlier roles with Npower and Accenture. Since entering the fire sector, he has undertaken several key secondments, including serving as Programme Manager for the establishment of the NFCC Fire Commercial Transformation Programme, working closely with Programme Sponsor Ann Millington.

Luke also led the procurement activity that supported the creation of the Fire & Rescue Indemnity Company (FRIC), coordinating collaborative procurements across the initial member services to develop a mutual approach to risk and insurance.

Luke has been involved in the NFCC Fire Commercial Transformation Programme since its inception in 2016 and now serves as Corporate Procurement Manager at DSFRS and is the Fleet Commercial Lead for the NFCC Fire Commercial Transformation Programme working with CFO Steve Helps of Durham and Darlington (Fleet Category Sponsor). Luke currently has a lead role in the replacement Emergency Response Vehicle Framework on behalf of the Sector.

Steve Helps

Chief Fire Officer of County Durham and Darlington Fire & Rescue Service

Steve Helps is Chief Fire Officer of County Durham and Darlington Fire & Rescue Service, taking up the position in 2023 having joined in 2020 as Deputy Chief Fire Officer.

Steve is an experienced fire officer and leader; he brings a strong community focus to the Service, recognising the unique position of trust and respect in which the Fire and Rescue Service is held. His focus resulted in the service being recognised as highly productive and one of the safest places to live, work and visit.

Steve has a Master’s degree in Business from Lincoln University and a BSc Hons Degree from the University of Central Lancaster. Steve has completed the Executive Leadership Program through Warwick University and is a Member of the Institute of Fire Engineers.

Steve chairs the Local Resilience Forum for County Durham and Darlington and is NFCC strategic lead for High Volume Pumps and Flood response and sponsor for the National Fleet Procurement workstream for fleet.
